This rule allows a check as to whether one of the campaign ids entered in the rule matches one of those stored in the AvailableCampaignIds list in the custom facet.
Select the "where contact has one of the comma separated list of Campaign Id values specific value" rule.
Click on "specific value" to enter a comma separated list of campaign ids compare against and click OK.
Click OK to save the rule.
