Improvements to existing features

Added resilience handling to ensure that downloads are not blocked by newly introduced Salesforce Data Export rate limiting.

A configurable per-connection delay is now used for Salesforce Data Export connections to deal with rate limiting (30) introduced in Winter '26 release.

Bug fixes

Fixed an issue where Downloader installation would fail at the Starting Service step if the appropriate .Net Runtime was not pre-installed. The installer will now download, verify, and install the runtime directly from Microsoft as a pre-requisite.
